Firearms Licence Laws in Poland: An Updated Overview
A general overview of Polish firearms permits, common purposes, application principles, storage, carrying and rules affecting visitors.
The original article was published in 2021 and attempted to explain Polish firearms permits in simple language. It covered sporting, hunting, collector, personal-protection and training purposes, application conditions, medical and psychological checks, examinations, storage and carrying.
Because firearms law changes and individual decisions depend on official interpretation, this version does not reproduce every old claim as a current legal fact. It preserves the structure and subjects of the original article while directing readers to the current consolidated Act on Weapons and Ammunition, implementing regulations and the competent Police authority.
This page is general educational information, not legal advice. Anyone applying for a permit, importing a firearm or relying on an exemption should obtain current guidance from a Polish lawyer or the competent Police department.
- Polish law regulates firearms through permits issued for defined purposes and through specific exemptions.
- Eligibility, medical and psychological requirements, examinations and supporting evidence depend on the permit purpose and applicant.
- Sporting, hunting, collector, personal-protection, training and other purposes have different evidence and scope.
- Storage, carrying, acquisition, registration, ammunition and transport are regulated separately from merely holding a certificate.
- International visitors should not treat a private course certificate as a Polish firearms permit.
The legal framework
The primary statute is the Polish Act of 21 May 1999 on Weapons and Ammunition, together with later amendments and implementing regulations. The competent Police authority handles many civilian permit and European Firearms Pass matters.
The Act uses defined legal terms and creates permit purposes, exclusions, conditions and administrative procedures. Short summaries can help orientation, but the wording of the current statute and regulations controls.
Temporary restrictions can also be introduced for particular events or places. A person who lawfully owns a firearm must still check current carrying and transport restrictions.
Common reasons for a firearms permit
The old article discussed permits for personal protection, protection of persons and property, hunting, sporting, historical reconstruction, collecting, commemorative purposes and training. The current application must be connected to a recognised purpose and supported by the evidence required for that purpose.
The purpose affects the types and number of firearms authorised, the evidence submitted and the way the firearm may be used. A collector permit is not automatically a commercial training permit, and a sporting permit does not authorise every activity involving a firearm.
Applicants should define the real intended use before collecting documents or joining an organisation.
General eligibility and disqualifying factors
The Police assesses statutory conditions including age, residence or connection to Poland where relevant, legal capacity, health, psychological fitness, criminal history and whether the applicant presents a danger to themselves, public order or public safety.
The precise requirements and exceptions must be checked in the current law. Applications can be refused when statutory conditions are not met or supporting evidence is insufficient.
An applicant should use official forms, disclose information accurately and respond to requests from the authority within the stated deadline.
Sport-shooting permits
A sporting-purpose application normally relies on participation in organised shooting sport and evidence from the relevant sporting structures. Club membership, a sporting qualification or licence and demonstrated sporting activity may be part of the process under the current rules.
The permit defines the authorised firearms. Acquisition documents, registration and storage obligations then apply to each firearm obtained.
Sport-shooting status does not remove range rules, competition rules or restrictions on carrying and transport.
Hunting permits
A hunting-purpose permit is connected to the Polish hunting qualification and the legal requirements for hunters. The authorised firearms and ammunition must be suitable for the lawful hunting activity.
Hunting law, seasons, land permissions and firearm rules operate together. A firearm permit alone does not create a right to hunt anywhere or at any time.
Foreign hunters and visiting firearm owners have separate documentary and invitation requirements that should be confirmed before travel.
Collector permits
Collector permits are a common subject of public interest because they can cover a broad range of firearm types within the administrative decision. The applicant must still meet statutory conditions and demonstrate the collector purpose through the documents required by law.
A collector permit does not mean unrestricted public use. Acquisition, registration, storage, transport, carrying and use on a range remain regulated.
The scope of a particular permit is determined by the decision issued to the holder, not by a general internet description.
Personal protection, property protection and training
Permits connected to personal protection require the statutory evidence of a real and above-average threat as interpreted by the competent authority and courts. They should not be presented as a routine alternative to a sporting or collector pathway.
Protection of persons and property and professional training activities can involve organisational licences, employment rules and additional legal requirements. A private instructor certificate alone does not authorise commercial possession or use of firearms.
Anyone planning a firearms business, range, training company or security activity should obtain specialist legal and insurance advice.
Typical elements of an application
- Application identifying the requested purpose and scope.
- Documents proving the important reason or statutory basis for that purpose.
- Medical and psychological certificates when required.
- Proof of knowledge or practical examination, unless an exemption applies.
- Criminal-record and public-safety assessment performed by the authority.
- Fees, photographs and identity documents required by the current procedure.
- Additional club, federation, hunting, collector, employment or organisational documents relevant to the purpose.

Acquisition, registration, ammunition and storage
After a permit is issued, acquisition normally requires the appropriate purchase authorisation or other statutory document. The firearm must then be registered within the applicable deadline and entered into the holder records.
Ammunition acquisition is tied to lawful authority and compatible firearms. Dealers must follow their own verification obligations.
Firearms and ammunition must be stored in accordance with the current technical regulation, typically in certified security equipment of the required class. The exact requirement should be checked before purchase and installation.
Carrying, transporting and using firearms
Polish law distinguishes carrying from transport in an unloaded state and can impose different restrictions according to permit purpose, place and temporary government order. A permit holder should understand the terms used in the statute and administrative decision.
Use is generally limited to lawful settings such as authorised ranges, hunting or other permitted activity. Range rules and instructor commands apply in addition to the statute.
Alcohol, controlled substances, negligent access and improper storage can create serious criminal and administrative consequences.
International students and the European Firearms Pass
Most international BZ Academy students use academy firearms and do not need to import a personal firearm. This is normally the simplest option.
An EU target shooter who intends to bring a personal firearm may need a valid European Firearms Pass listing that firearm and proof of the target-shooting purpose, while destination or transit states can impose additional authorisation or prohibitions.
Non-EU visitors and residents outside Poland have different import, export and transit procedures. Obtain official confirmation before booking transport.
How to verify the current position
- Read the current consolidated Act and implementing regulations. Start with the official ELI text of the Act on Weapons and Ammunition and check later amendments.
- Contact the competent Police administrative proceedings department.
- Use a qualified Polish lawyer for a disputed, commercial or unusual case.
- Ask the relevant sporting, hunting or collector organisation about its own current documents.
- Do not rely on a 2021 article, forum post or foreign-language summary as the final authority.
Polish firearms licensing is structured, document-based and purpose-specific
The original article helped readers understand the main permit categories, but some details could not responsibly remain as broad statements years later. The correct route depends on the applicant, intended purpose and current law.
International course participants normally avoid this complexity by using BZ Academy firearms. Anyone pursuing ownership, import or commercial activity in Poland should obtain current official or professional advice.
